Tiger Cave - Mahabalipuram (A Hidden city underneath sea shore)

Tiger Cave (Chennai)
The Historical place is in Saluvankuppam near Mahabalipuram. This Tiger Cave is one of the Mahabalipuram rock-cut temples constructed by the Pallavas in the 8th century AD.



To the left side is a sculpture of two elephant, looks like a chariot. 

I admire that why would someone build such a mysterious Throne, that to about a kilometer distance from actual fort/city (i.e) Mamallapuram. Or if this place use to be in regular use in the time of Pallavas.

Also i doubt if a huge city is underneath sand of these sea shore. Will anyone give answer for it.?
